We already have Federal Laws to cover this. One is called mail fraud; the other is called wire fraud. And if there is a pattern of mail or wire fraud, then the RICO laws come into play. New York also has plenty of its own laws to cover the situation and I'm surprised that our very own caped crusader, Elliot Spitzer, hasn't jumped on the bandwagon.

Newpapers reported that seven doctors and two lawyers were among 20 suspects arrested when cops smashed yet another million-dollar car-and medical-insurance scam by Russian organized crime rings ---- economic terrorists -----that routinely staged accidents and collected on non-existent injuries.
I guess this is how they seek "political asylum" in the good ol' USA (/sarcasm).....by ripping off taxpayers.
It's funny, but all the polls show American's want further restrictions on immigration, but no matter what we want and not matter who we elect, we just cant have it.
