You're missing something. Illegals come here to work and that they can do without signing up for a worker's program. They fear the government knowing where they are and what they are doing and that is precisely why this proposal won't do a thing.

They're already in fear of being deported. Besides, illegals aren't going to sit around and rationally discuss Bush's plan. They'll be so happy to get their foot inbounds here in the U.S. they'd sign any document even if it was created in crayon.

Illegal immigration will decline significantly once illegals realize that they'll be able to work here temporarily if they obey the rules and wait in line like everyone else.
