Bush apparently thinks that he can act unilaterally wherever and whenever he pleases.

Gee. Using a constitutional procedure is underhanded and wrong? Did she go on to criticize the Congress for establishing a system of weights and measures or issuing currency? Is that unilateral? What a dunce...

The President should install judges, then let Congress vote not to approve if they wish.

The system has been backwards and is broken. We have to wait for 60 Senators to approve a judge instead of simply installing the judge and letting them vote to disapprove if they wish.

the ability to filibuster judicial appointees will be close to impossible.

Then the Dems will change the rules again to say if just a single Dem objects to an appointment, then it doesn't reach the floor. Don't think they can do that? Think again.
