I dealt with the H1-B program for many years. That program DOES NOT ALLOW EMPLOYERS TO PAY A FOREIGN WORKER ON AN H1-B VISA LESS THAN THEIR NORMAL PAY SCALE OR BENEFITS FOR ANY JOB.
