It could be but the proposal has not been a big media topic. The big news has been on the "Bush lied" flurry of stories that may have gained a bit of traction. The last poll put out that mentioned illegal immigration had it about 6th in voter concerns. Who knows?

Had Bush not been the beneficiary of a short-lived rally in support following the capture of Hussein, this latest quarterly rating probably would have been the lowest of his presidency. From the start of Bush's 12th quarter in office on Oct. 20 until the Hussein capture, Bush averaged a 53.2% approval rating. This has nothing to do with illegal immigration.

Rove nothing. Bush campaigned on this. Let's not resort to the Left's tactics of blaming Karl Rove for everything emanating from the White House.
