So Torres had lived in the USA for 13 years prior to his crime and had not chosen to become a citizen HERE?

Even if they become USA citizens, they remain citizens of Mexico and the Mexican government believes these people are immune to US laws. This is one big way the Mexican government plans to gain control over vast portions of the USA --- millions of dual citizens with primary loyalty to Mexico and under the control of the government. Only Americans (those without dual citizenship with Mexico) will be prosecuted under American laws.

That's nothing new, even Fox says many do not want to be US citizens. What I question is the 1986 'blanket amnesty', which I thought made all 'illegals' here instant citizens. Looks like some might just be *using* this amnesty if it suits them, & remaining mex. citizens when things get tough.

"The Mexican government says it did not learn of the 1993 arrest of Torres, then 18, until 1996. Torres had lived in the United States since he was 5, prosecutors said."
