No..... William Clements was elected for two different terms prior to George Bush.... I think Mark White served the term between his two terms.

Bill Clements was the first post-Reconstruction Republican governor, I think. Of course, Allan Shivers did lead the Texas Democrats for Eisenhower in 1952. (I don't know if Dolph Briscoe is still a Democrat though.)
