This so angers me, it is within their powers to do anything and if this kid has a record a mile long, they can pick him up and hold him for 24 hours while they are investigating the crime. What are they gonna wait till something bad happens???? In a word? Yes.
As much as I hate to be the one to tell you, LEOs are not obligated to protect the individual. This is why I always say it is a good idea to arm yourself.

Contracts with Police Dept's typically spell out protection of property owned by the city period. They have no known duty to protect private people. 911 is a bad joke and should be used for ambulance or other medical emergencies only. They are typically set up by police and sheriff dept's. so that PO or SO can intervene and possibly drum up bidness for the courts. They are literally ambulance chasers and as a whole not to be trusted as they are all engaged in an assessable security scheme with the courts and BAR attorney's and at best are unwitting dupes for a promise of a fat pension of the backs of the people.
