Sounds to me as though this is plenty of evidence to pick him up and hold him in jail for another offense. Conspiracy to commit murder. He needs to get it on tape if he can, and turn it in. I would still go to the police and let them in on the plot the "gang" has. Maybe hearsay will be enough for them to bring him in for questioning. Just a thought.

The police have been informed of the threat, but we got the standard "we can only do so much, blah blah blah."

But, one of the investigators said that they are actively looking for a reason to pick this punk up, and my wife's ex said that he has noticed a sharp increase in "routine" police patrols in the neighborhood.

Basically, from none to him seeing a cop car cruising the area every hour or so.

Conspiracy to commit murder.

File charges of Terrorist Threat to start with.

Temporary relocation is a good idea but needs to be more that 20 miles, that is a short "cruise" for gang punks and they will think nothing of it.

Maybe a well thought out "sting" would get these scumballs some jail time, but the cops probly can't/won't because of entrapment defense.
