I am more imagining units of "special internal police" who don't speak english, and will obey any orders.

If our troops are deployed in numerous "peacekeeping" efforts around the globe and we have a medium to large bioterror attack, why a big ol' batch of UN troops would be JUST the ticket to keep us 'SAFE.'
