Yes they are. You have more Puerto Ricans living in NYC than on the island...and it isn't because of the climate. Then again, not much INS can do about that given that Ricans are U.S. citizens.

Puerto Ricans are citizens as are those from other territories. Unofrtunately, many of the same pathologies found in the African American community are expressed in the Puerto Rican one. Given the number who still do not speak proper English (or proper Spanish!) it is actually worse in this community.
My real issue is with the far larger influx of foreigners, legal and illegal. We do not need ot import a new dependent class of improperly assimilated people.
