Apparently this is a clip of a longer video. ABCnews had the longer version and was questioning the "Rules of Engagement". I went to ABCnews.com but you have to be a member to view the videos, so I'm out of luck there. No way in hell I give ABC any money.

ABCnews had the longer version and was questioning the "Rules of Engagement". That's funny, I don't remember them ever questioning Janet Reno's rules of engagement for arresting fearsome Cuban 6-year olds.
