Less will die if it is a certainty that we will kill them if they take up arms against us. Less of their soldier, less of their civilians, less of us.

We will negotiate to our opponent's benefit if they choose peace. We'll let you in our country and give you jobs if we need to. We will rebuild their country and make it better than it ever was. Just put down the pop gun and join civilization.
