Maywood cop charged with having stolen guns.

A Maywood police lieutenant already in trouble for a 2001 traffic stop now is accused of possession of stolen firearms, officials said Thursday.

Harold Jenkins was indicted Jan. 2 on the weapons charges and faces arraignment Jan. 23, said Melissa Merz, a spokeswoman for Illinois Attorney General Lisa Madigan.

A trial on charges stemming from the traffic stop is scheduled for Jan. 26, Merz said. In that case, Jenkins is accused of shooting at a Ford Explorer driven by James Graham of Maywood on Dec. 5, 2001, and taking a tool set from him -- but not inventorying it at the police station. Jenkins was charged with aggravated discharge of a firearm, theft and official misconduct.

To avoid a potential conflict of interest, the Cook County state's attorney's office transferred that case to the attorney general's office because Cook County prosecutors were involved in a separate case against Graham.

Investigators with the attorney general's office then seized guns from Jenkins' home and determined that several of them were stolen, a source said.

Some of the guns were reported stolen from an Ohio teacher's vehicle, a source said. One gun was previously owned by a Maywood liquor store owner but confiscated by the police. The store owner was charged with illegally firing the weapon, but there was no record of the gun being placed into evidence. Another gun was in a plastic bag with an evidence receipt, but investigators were unable to determine what crime the gun was linked to, the source said.

In 1992, Jenkins was acquitted of four counts of civil rights violations for allegedly using excessive force against drug suspects.

In December, Jenkins filed a discrimination lawsuit against Maywood, claiming false reports have been filed against him.

Graham, meanwhile, has filed a civil suit against Jenkins, alleging his rights were violated in the 2001 traffic stop in Maywood.

Such "confiscated but unlogged" firearms can be used for great mischief. This was a crucial element of my novel, using these 'ghost guns' in crimes intended to be blamed on their last owner of record.
