Do you see that happening in practice when it comes to illegals? I haven't see it here in L.A. in quite some time.

Except for illegal drinkers after Prohibition was repealed, illegal speeders after the speed limit was raised, illegally escaped slaves after slavery was outlawed, etc., etc., etc.
