This is very fractious. Can't understand why David Limbaugh would write such a contrary piece after his brother intelligently laid *his* theory out there.
Me neither, that has me puzzled. I was against the whole thing to begin with, but the more I read his speech, the more I warmed up to the whole proposal. This is an issue that shouldn't be handed off, kicked under the sofa or completely ignored. Bush demonstrated he was serious about at least tackling the issue head on, rather than doing what previous administrations have done since Reagan in 1986.
