That may be true, but there's another thing that the American worker under the table has going for them:

They can usually speak fluent english. They won't pretend to not understand you if there's an issue with the quality of the the work they've done.

Seriously, if you think language is such a barrier to getting the type of work you need done then don't hire anyone who cannot speak or read or understand fluent English.
