President Fox discussed migration reform with President Bush

040107/02

January 7, 2004, Los Pinos. Mexican President Vicente Fox Quesada this morning held a fifteen minute telephone conversation with United States President George W. Bush.

President Bush confirmed his administration's interest in progressing toward the establishment of facilities that will enable legal, safe, and orderly migration between both countries, and today will present the general outline of a proposal.

President Bush told Mr. Fox of the important role played by Mexico and its government in the debate on immigration reform.

Mexico's leader gave information on his telephone call with the United States President during the ceremony to restart the 2003-2004 school year, held at the No. 1 "Social Participation" primary school:

"Of course, first he sent me warm greetings for all Mexicans, especially all Mexicans who are there, in the United States, and acknowledging the effective and enormous contribution made by these Mexicans there, in the United States.

And that is why he wants and is going to make the proposal, the proposal of a migration plan to clearly acknowledge the value of these Mexicans working there, in the United states.

And he is going to acknowledge (them) ensuring that everyone working there -and that is what Mexican men and women are doing- are legally recognized. So that they -then- can have all the rights all workers in that country have, even if they are not American nationals or lack documentation at this time.

So that all their labor and human rights can be respected, but so that they can also come and go to Mexico, so they can be near their families.

As you know, they can't do so now because afterwards, when they want to return, they face serious difficulties. So, it is a highly interesting program, we are going to wait for details. It is a program that we -President Bush and President Fox- have been working on since before we were formally presidents of our respective countries.

We have been working on it since he was governor and President Vicente Fox was governor; we have been working on it since he was president-elect and I was president-elect; and we have continued to work on it over these three years; it has been the main item in bilateral relations."

He {Fox} said that President Bush's proposal falls short of our expectations but that it is a good initiative.
