To my mind there was no intent or desire for any legislation, the clue being that he laid it on congress to take care of. Bush knows full well there will be no laws passed this year. It was cheap political pandering and I am disappointed that he choose to take this course. Meanwhile Bush leaves the gates wide open and the flood continues.

Yeah, I do have problems & questions about what Pres. Bush is proposing in this speech.

From Speech:

All who participate in the temporary worker program must have a job, or, if not living in the United States, a job offer. The legal status granted by this program will last three years and will be renewable -- but it will have an end.

"a job offer"

No! they should have a specific job set up and if they lose or want to change jobs they should be required to start over.

This new system will be more compassionate. Decent, hard-working people will now be protected by labor laws, with the right to change jobs, earn fair wages, and enjoy the same working conditions that the law requires for American workers.

Now hold on, if they change jobs I think they should have to re-apply and start all over.

"Temporary workers will be able to establish their identities by obtaining the legal documents we all take for granted. "

This reminds me of the president's cute ploy of signing the Campaign Finance Reform Act, since "everyone knew" the Supreme Court would strike it down...everyone but Sandra Day O'Connor, that is. And now CFR, which absolutely revokes the First Amendment's freedom of political speech guarantee, is the law of the land. We will deeply regret some of these political stunts and their unintended consequences.
