This proposals does NOT make illegal immigrants into legal immigrants. It allows them to become temporary residents if they plead guilty and apply, or go back to Mexico and apply.

That is a very simplistic explanation, and if that were the whole of the proposal I wouldn't have as much antipathy towards it. However, it is NOT the sum of the proposal, and therein lies the problem. The proof is in the pudding, as they say.
