When these provisions were met, states could hold elections and re-join the Union.

When the conditions were met, the states could send representatives to Congress. Providing, of course, that they met the restrictions set forth by the 14th Amendment. The states could not re-join something that they were never out of in the first place.

If you have a problem with this concept, I suggest you take it up with the Congressmen in that time frame.

I have no problem with the truth, although you don't seem to accept it as such.
