We all know this Rove election year 'proposal' is never going to make it through Congress.
My guess it that Rove got antsy at that Time Magazine Jan. 4 poll that had Bush up 52-46 among likely voters..(with a =/- 4% margin of error)

Wrong. Congress is almost evenly split. All it will take is a few RINOs to pass this nonsense, and there are plenty of those. If Bush is proposing it, it will pass. Guaranteed.
Don't like that? Wait for the renewal of the Assault Weapons Bill. That's going to pass, too. Bush says he'll sign it, which is an open invitation for the RINOs to pass it.
Those are my predictions.
