To me, the worst part is the way all this went down. It was done unilaterally by President Bush. An issue as big as this should have been presented to the people and voted on after 6 months of public debate. I am very disappointed with the Bush administration.

It's not like Bush just waved a magic wand. There WILL be debates and hearings.

And the President has unilaterally changed what law? If I understand this, these are propsals for Congress, not executive orders. The public debate starts now.

That is a nice dream you have, and IF you lived in a Democracy that is exactly what would happen but since you live in a Republic your desire to vote on issues will not be granted. (See it is the way the Constitution is written.)

This is a PROPOSAL. It has to be passed by Congress. Debate will take place across the nation and in Congress.
And by the way, the presidency is a unilateral position. We do not have co-presidents.
