IT IS NOT a fast track to citizenship, BUSH MADE THAT CLEAR. He wants STRICTER requirements for citizenship, hence bringing in the people you're talking about. It sounds to me like a plan to shine a light in the underground cave of immigration and see who's down there -- again Bush did not run on ANY OTHER immigration platform for this in 2000. So if they were expecting land mines and a million man army on the fence to keep "those people" out then they didn't read the fine lines.
