The headline says, US offers visas to 8 million illegals, or US visas offered to 8 million illegals.

Translation of "Ofrece EU visa a 8 milliones de ilegales".

EU is Estados Unidos -- United States.

Interesting that a Mexican paper calls them illegals when absolutely no US paper will use that term for them.
