You're acting on the false assumption that they will STILL be illegal. They won't, under the new plan if they do the things that are spelled out in the plan. I'm not making a judgement on it, I'm just stating the fact.

Bush can make a new type of legal --- one who would sit patiently and wait for the government to process their applications, perform a background check on them, and get them a blue card. But whose going to wait for our government to process the tens of millions of applications it's going to be receiving? There will still be the illegal class who is neither a regular legal or a blue-card legal. Plus you bet that there will be a lot of fraudulent blue cards --- from the same ones as making and selling fake documents now.

Maybe that's a big problem among those whose identity and sense of self-worth and purpose in life has been so much shackled to their self-inflicted angst against humans they deem as ILLEGALS, that once there are no more ILLEGALS they face a certain, dreadful, and apoplectic Dark Night of the Soul.
