This is already the law. A baby born here is still a U.S. citizen, but cannot sponsor any relatives for admission until age 18.

Like many other laws, this one isn't being enforced --- if a Mexican comes over on any kind of visa, has a baby, they stay and collect many types of welfare for that baby. The baby qualifies for welfare, the illegal parent doesn't get sent back.
