California budget can't afford 'business as usual' in 2004

With the new year upon us, legislators and the governor are returning to Sacramento to face the nasty business of dealing with the gaping hole in the state budget. Never before has California's economic trouble been as severe. Now is not the time for "business as usual." The budget negotiations prior to the December legislative recess resembled two people dancing to the music playing in their heads. Unfortunately, one hears a tango; the other, a waltz. Both dancers are making all the right moves, but can't understand why their partner keeps stepping on their toes.

So says this SF Bay area Democrat who offers only "the usual" "business" about raising taxes, which will increase the already torrential pace at which businesses and jobs are fleeing this state.

Our kids are not getting a decent education. Our roads are neglected, almost to the point of criminality. Our cops don't respond.

And yet we are spending at least double what other states are, states with decent services.

Why?

I'll only consider supporting new taxes if these questions could be answered to my satisfaction. Under the present system, I don't think the services I'm receiving are worth even vaguely near what they cost.

I'd like to see an honest deal from my government. I don't feel I'm getting it.

In March, voters will have the opportunity to enact a ballot measure designed to ensure that the budget is passed on time and to make it harder for special-interest groups to tie up the budget.

It is designed to allow the legislature to ramrod whatever they want without opposition debate. This is what the "open mike" secret meeting was all about -- forcing hurt on Californians until they support the 55% majority vote rule.

It will replace the two-thirds vote requirement for budget approval with a 55 percent supermajority.

Notice how 55% is a supermajority but "two-thirds" is a vote requirement? I thought 67% was the supermajority.

And a note to people in Rio Linda, "two-thirds" is larger than 55%.

Dear Wilma, what part of NO TAX INCREASES do you understand? The problem isn't a revenue problem, its not a budget problem, its a SPENDING PROBLEM. And you Democrats are addicted to tax hikes and higher spending like a drugged junkie. Its time to go cold turkey.

until the workmen's comp and unemployment insurance rates go down...I dont buy it...

and they can give me the $2000 back they took out of our Unemployment Reserve account in December...

then I will vote for the bond.
