the Problem is NOW. not in 2100.

A point or two on your demography description:

First, The U.S. is not shrinking. The current birth rate is 2.1 per couple.

If you want to increase the birthrate more here, why are you so hot for a plan than promotes an uneducated, unskilled social class? As has been pointed out many times on these threads, the current class of people that the administration is pushing so much is a net loss. Why not encourage Eastern European couples, many with graduate degrees to emigrate? Giving preference to couples with 3 or more children. That takes care of your demography problem.

Unless of course, cheap labor is really what you want.
