No, he can't. Not without probable cause or reasonable suspicion.

From Terry, page 9: "Unquestionably petitioner was entitled to the protection of the Fourth Amendment as he walked down the street in Cleveland."

A street is public property, but funny, the Fourth Amendment doesn't go away. Huh.
