I too was wondering WHY Bush is proposing this law change *only * for mexico

I missed your #74 when I first read through the thread. I posted a question about that also and am really wondering if AP got this wrong somehow. It is surprising that such a major change in law could be contemplated when it would only apply to Mexico.

It would be a big *boo-boo* on AP's part........I also wonder why no other posters seem to be questioning this 'change' for mexico ONLY.
