I'd be willing to help raise a HUGE STINK about this since I live in Raleigh. However, it would help to know who this is and to be able to present evidence while making a complaint.
Is there any way that we could do this?

There are lots of terminals/registered users for this server all over the state. All the little forestry offices, nuclear power plants, sewage treatment plants, etc. The server may be on Salisbury (St. ?) in Raleigh, but that may not be current info. Most of the users are in the Div. of Water Quality or at h2o.enr.state.nc.us
If we have to rely of FOIA, you know this'll take 6 months and the help of a State Senator, like Fern Shubert.
An in person demand for action with a reporter from the Carolina Journal might be helpful...

Update: Your turn now.
I have sent a lot of the technical info to the director of ITS Mark Hughes.
If you want to make a stink, I suggest contacting HR supervisor Joe Stroup 715-4808 and have him contact Mark Hughes for the specific details.
Here is a complete contact list with emails and phone #'s
http://www.enr.state.nc.us/admin/html/contacts.html It is definitely a violation of department internet policy, as you can verify at this address(and quote from):
http://www.enr.state.nc.us/its/pdf/wwwpol.pdf I don't recommend contacting General Counsel or the Secretary of the Dept (W. Ross), etc. Their first instincts may be to cover-up. Why put them through the agony have having to decide to do the right thing? LOL.
Let me know if you need more info.
