The guy who stood me up last night called to explain and apologize -- said he was pulled over on his way here, had an outstanding traffic ticket, and was hauled in to jail.
I guess I buy it.

I'd give the guy another chance. Poor fellow probably felt terrible, as well as embarrassed.
One phone call. Imagine if he called you to bail him out of jail!
Many times when things start off badly, they end up great.

I guess I buy it. The fact he called to offer an explanation and apology - yeah, I would buy it as well.
The information is public record, and fairly easy to verify, so that sounds like a legit excuse.
