Isn't part of it that the slap comes completely unexpectedly, without warning? That was how it was the first time I heard this term, from my teenager, remarking on a scene in a TV show: "Look, she just bitch-slapped her!" The slapee makes some condescending or contemptuous remark, that they expect to get away with, due to the timidity of the other person, who then just hauls off and slaps the smirk off their tormentor's face.
Pretty cool, actually.
