I know this is a cliche by now, but exactly where in the Constitution is the federal government authorized to spend money on scientific research? (I know, I know. The Constitution is every bit as much a gutted, empty figurehead as the Queen of England, but I had to ask anyway.)

You are correct. Someone should do a study at taxpayers expense to find out how the Feds are authorized to spend money on science.
