I think we would agree that the factors I mentioned are most prevalent among residents of former East Germany. They tip the electoral balance for the entire country, though.
Don´t know about Lybia. But I know that Germany is member of the 16/17-countries-alliance putting pressure on Lybia (together with the US, UK, etc).
