He described both the German government and the shipping company as "extremely cooperative." The German Gov helped with this shipment and then helped with stopping it?
I get the feeling there is a lot more going on behind the scene

Lots of large commercial ports in the Gulf; they are Abu Dhabi, Dubai, Doha, Bahrein, Kuwait City and Muscat.
The first three are major shipping centers.
The only Saudi port on the Gulf is the oil terminal, IIRC.
Remember, UAE recognised the Taliban and Qatar has had a lot of links to Osama etc.
