However, on another thread with a Frontpagemag article, this is what I found:

Yet, the Frontpage article tries to create some semblance of an argument as to how this will definitely lead to them being actual citizens, which is a pretty pathetic attempt to read made of pure guess-work.
Once the President's plan, not one from McCain etc., is proposed, then we can argue about the PLAN ITSELF and whether it actually proposes amnesty or eventual citizenship, or simply allow the folks to work for awhile in jobs that we would not want. Of course, speculation about how it may eventually turn into citizenship won't be convincing then either. Actual legislation text will have to be used to prove such.

By the time we see bush's plan it will be too late to talk about it let alone have some semblence of a discussion about its merits or lack thereof. This will be done very quickly and very quietly.
