The answer to that is because if they did then they were conquered and destroyed by a Hobbesian nation, thus demonstrating the superiority of Hobbes' view of the state of nature. Only for rather narrow definitions of "superior".

"Survival" may be a narrow criterion, but it's not one we should be willing to drop from the list of requirements.
