This is utter BS. Perhaps Monarchs are more "intelligent" because they are goomed for their position from birth? Of course, no one actually saw IQ test results for these people. And since my father apparently scored (2 hundred something)on an IQ test and is a porter, I'm not sure that an IQ test is relevant to performance.
