The fourth hijacked plane took off from Newark at 8:43, after two of the earlier planes had been seized. Loved ones who had family members die on the fourth hijacked plane from Newark have good reason to be outraged.

Not quite sure of that. There are literally thousands of flights in the air. Just because two have been hijacked all planes should be grounded? That would cause mucho problems if it were policy. Besides, no one who made the decision was aware of the possibility of planes being used in suicide missions. Now if the plane had taken off after both Twin Towers had been hit, then you'd have a case IMHO.
