The ATC portion of the FAA is a bureaucracy like any other part of the guvment. I'm sure procedures are in place to ensure things would work differently today. 9-11 is a BC/A.D. divide.

It sounds more like Nit-Picking, than news.
I'm sure they shut down everything as soon as they could, because the attack that day was a surprise to everyone, and anybody who says otherwise is full of it.
The idea that such a scheme could happen was out there, just like the idea of beings from other planets visiting earth is possible, but the idea that it either would occur was not. The CIA blew it and it as simple as that.

It's interesting, but like some others have said, it's nitpicking. The air traffic control system is too complex to just throw a switch and stop everything "right damn now."
Somebody at the FAA would have to call the Powers That Be at Laguardia and tell them to stop all takeoffs and get everybody in their airspace back down. Then the PTB would have to notify the ground controllers, the tower (that handles planes close to the airport), the New York approach/departure controllers (that handle lower-altitude planes in the NYC metro area), and the New York ARTCC, and they'd have to all coordinate. Frankly, I'm impressed they cleared national airspace as quickly as they did, with no incidents.
