Should all the boys in the car have "been confronted by the authorities for all their actions"?
And if a 13 yr old or a 17 yr old won't obey their parents, what should the "authorities" do about it? Put them in jail?

Yes. All the passengers should have been confronted.

Your second question requires a very lengthy answer. But generally, children who do not obey their parents are not arrested unless they break a law. Even if they do break a law, or several laws, and depending on the severity of the crime, they are only jailed briefly and then returned to their homes.
