This is what jumps out at me. Now let me think, do I know the names of any "large terrorist organizations?"

This from another thread with a reuters source:

"Anti-insurgency efforts are focused on three tiers of operatives: high-level people such as former regime officers, mid-level arms runners and financiers and low-level "trigger pullers" who actually carry out attacks on coalition troops."

Sounds like the plan is well-thought out and being systematically executed.
