Hey, my grandfather drove around Washinton DC in 1912 without a driver's license because none was required. He got a ticket for driving 15 miles per hour in a 12 mile an hour speed zone. Or so my grandmother told me.

The poster insinuated that the Feds money was "stolen", the Feds money comes from imposing taxes, which they have the Constitutional power to do.

You are just way too much fun. So many buttons to push, so little time...

So, you've discovered the Constitution. The clause you quoted grants only the power to raise money. The powers to spend it are granted by other clauses. None of those relate to ensuring the safety of individuals traveling within their own state borders. So much for the constitutional side.

As to the more fundamental question, my analogy describes the situation exactly. Taking money from the people and giving it back with strings attached is no different from directly passing laws regulating their behavior. There's no way around that fact.

You think the feds giving bribes to the states to pass laws that it wants is unconstitutional? By the way, under the commerce clause as interpreted by SCOTUS back when, Congress can pass a federal law mandating seat belts anytime it wants, and it will be upheld. Retreating to the Constitution on these little matters is a refuge for those that don't want to deal with the policy issues in many instances, and thus a dodge and deflection.

You move your ass to Florida, get on the road with the hundreds of thousands of old fossils who migrate here yearly, and then convince me that they should not have their ability to propel 4,000 lbs of metal down I-95 at 70 MPH tested periodically.
