During Desert Shield I was a member of the KY ANG. I was asked to volunteer for mobilization by the CoS. When I contacted the Ft Knox Civilian Personnel Office I found that the government would not hold my old job opening for me. They would offer me a job somewhere within the Army system, but not necessarily at Ft Knox.

That is not what I read from the article.
It's either one of two things:
1) the situation is as you say.
2) somebody is breaking the law.
