Why was Palpatine allowed to remain for so long? Few would argue that he was a "Conservative", or rarely broke the rules.

Palpatine remained for so long because he was able to mask his dark Jedi powers from the council. By the time it was discovered he was truly a dark Jedi he had already destroyed the council.

Oh wait...that other Palpatine...
