More fictitious capitalism. If I read you correctly, I believe you may be right. Just a PR ploy, they haven't done it yet and if the USD drops another 10% before they write the check for the full amount, they may just buy less dollars next year than this.

Yes, I wrote in dyslexic fashion. The amount they have to borrow should be 40 trillion yen, which is equal next year's statuatory limit of 140 trillion yen less this year's 100 trillion yen cap. That's why the article you linked indicated that they would nearly double last year's amount of 214 billion dollars.
