Nope, Bush assumed wrongly that the SCOTUS would shoot down the portions of CFR he had strong concerns about. He gambled that the SCOTUS understood the 1st Ammendment and gambled wrong. IMHO his biggest mistake as POTUS, Never rely on others to strike down something he had the power to veto.
Bush will get my vote, but he let me down on CFR, he should never have signed CFR with the concerns he had with it's Constitutionality. Thankfully CFR can be revisited by Congress and I hope they do so ASAP

Yes but the House GOP isn't going to sign some sort of Amnesty assuming that the courts will strike it down like they did with CFR.
If the GOP knew the courts wouldn't strike down CFR then the Bill would have died in the House.
The CFR bill and this "Immigration Policy" is two completely different situations.

He also has done lousy work on Federal spending, Drug Acts, and the Patriot Act (now we know that the PatAct includes the "Bank Tattler" section overwhelmingly rejected by Americans when it was first brought up by the Clintons about 6 (?) years ago.)
He also made fools of many, including Limbaugh, who actually believed that his "no contracts in Iraq for non-coalition countries" BS was actually true (see Bill Buckley's 12/17 column...)
So besides his obviously clear-thinking actions following 9/11--on what points is this President a conservative???
