Klintoon did sign the GOP-drafted immigration and welfare reform act of 1996, which did away with some welfare benefits for legal immigrants. It was good law, which aimed to reduce our importation of poverty.

His successor, G. Bush Jr., ever eager to pander for the Hispanic vote he'll never win - restored those welfare benefits.
